Library Policies
Code of Conduct
Purpose The purpose of the Library’s Code of Conduct is to protect the rights of individuals who are in the library to use its materials and services, to assure that staff members are able to conduct library business with minimum interference, and to preserve library materials and facilities. On the premises of any outlet of the Ypsilanti District Library, the violation of any Federal or State Law, or local ordinance will also be considered a violation of library rules.
It is the policy of the Ypsilanti District Library to prohibit:
- Possession of any weapon.
- Activities such as assault, battery, larceny, fighting, destruction or theft of property, indecent exposure, obscene conduct, intoxication, endangering of others, impaired ability whether due to alcohol or drugs, refusal to leave upon closing, disturbance of the peace, aggressive conduct, solicitations whether for legal or illegal purposes, harassment, threatening behavior, loitering, accosting, and panhandling.
Patrons who are in violation of the above mentioned rules may be suspended from the library by the Director or his/her designee for a period of no less than: one month for the first offense; six months for the second offense; and one year for the third offense.
- The disturbance of other library patrons and interference with their use and enjoyment of library facilities due to extremely poor personal hygiene.
- Smoking in the library.
- The consumption of food or beverages in the library except as authorized.
- The consumption and/or possession of alcoholic beverages on the grounds or inside the library. Exceptions are made by the Director or his/her designee when the event’s purpose is to benefit the library.
- Unauthorized animals (not including official assist animals for the blind and disabled).
- Gambling, card playing, or games of chance on library property except where authorized.
- Conversations (including cell phone ringing and conversations) and other sounds in louder volume than the general noise level of the area of the building at the time. This policy does not prohibit quiet conversation between patrons and/or staff members required to carry on library business. It is intended to preserve a reasonably quiet atmosphere where patrons may study.
- The use of rollerblades or skateboards in the library or on its grounds.
- Sleeping in the library for an extended period of time (more than ten minutes).
- Placing feet on, or otherwise disrespecting library furniture.
- Campaigning, petitioning, interviewing, survey-taking, soliciting, selling, or other speech or conduct which results in disruption of library activities. Exceptions are made by the Director of his/her designee when the purpose is to benefit the library.
- Use of library facilities by patrons without shirts and/or shoes.
- Use of the rest rooms as bathing facilities.
Patrons who are in violation of the abovementioned rules will be suspended by the Director or his/her designee from all outlets of the Ypsilanti District Library for a period not to exceed one week for the first offense, one month for the second offense, and three months for the third offense.
